I cross check with other insider rumors, such as from Leo Terrini, who was more vague with his version of the story, but he has the biggest insider rep in Italy. He is known for getting accurate leaked info out.
Haas got their chassis setup right. Ferrari did not generate downforce needed to get tires to work. The absolutely huge gap to the front has been part chassis/aero and part engine power for Ferrari. It's why Haas, down on engine modes only, was closer to Ferrari than they could've dreamed.
(I have family in Italy, worked in Italy and Ferrari were a client, and by visiting Maranello and Modena, I learned quickly who to follow.)
EDIT: Ferrari's public position is that the problem should be isolated to Melbourne.
