Came out to clean the car today and noticed this was hanging from the left rear wheel inside of the wheel

Agree it does look like a brake pad thickness sensor connector. Normally plugs in to connector on one of the pads.
I recently put GMS pads (no sensors) on and I cut the plugs off the OEM pads and left them plugged into this connector at each wheel so it would not get crap/water in the contacts of these plugs.
@Airspeed1931 if you had aftermarket pads installed maybe the installer just left these plugs open and unconnected. There would be one at each wheel.
